The NOAA (National Oceanic & Atmospheric Administration) willing be voting on new guidelines on permissible underwater sound levels.  Invasive military testing, oil drilling and other underwater shenanigans often mean illness, disorientation, strandings and death for dolphins, whales and other marine animals.
